APA. Today, presentation of the Council on State Support to NGOs under the Auspices of the President of the Republic of Azerbaijan named SALIS – Quick Coordination and Project Management System has been held, APA reports.
Delivering a speech at the event chairman of the Council Azay Guliyev informed about SALIS and stated SALIS is an innovative application that sets a new stage in the development of civil society: ““The purpose of establishing SALIS is to organize state support to NGOs in accordance with modern requirements, to create a new model of cooperation in NGO-State relations, to further increase the transparency, accountability and efficiency of the Council, to minimize possible negative cases and subjective factors, ensuring public control and citizen participation in decision-making.”
Assistant to the President of Azerbaijan for Public and Political Issues Ali Hasanov stated that the establishment and presentation of the SALIS will further simplify and make transparent the work of both those who grants and grant recipients and those who conduct this service.
“The basis of newly created services, as well as SALİS which presented today is the policy of civil society building process of this period. Two important concepts were adopted in 2007-2008 with the initiative of President Ilham Aliyev. One of these conceptions was a support to NGOs namely support to citizen initiatives. Another conception is the state support conception for the development of mass media and the creation of State Support fund for mass media regarding this.”
Deputy Chairperson of Azerbaijani Parliament Bahar Muradova also spoke about the importance of the SALIS project: “There were certain concerns in the activity of NGOs, the perfect electronic service has been introduced to eliminate this problem. I want especially to highlight electronic citizen and electronic appeal service.“
Then delivering his speech Chairman of the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan Ulvi Mehdiyev stated that SALIS ensures accessibility: “The system is fully compatible with contemporary management. SALIS also ensures transparency.”
